About Phyllis

 

In her encore career as Vice President of Encore.org, Phyllis Segal leads strategic partnerships for the Generation to Generation campaign.

Before joining the team that developed and launched the Generation to Generation campaign, Phyllis’ responsibilities included initiatives aimed at understanding and expanding encore talent as a resource to meet society’s most pressing needs; developing pathways and high-impact opportunities for encores in nonprofits and government; and promoting promising encore employer practices. This work builds upon her extensive experience in the nonprofit and public sectors, leading organizations, advocating for social justice, teaching and practicing law.

Alongside her work at Encore.org, Phyllis serves on the boards of the John F. Kennedy Library Foundation, the Heller School for Social Policy and Management, ReServe Inc. and the Eli J. Segal Citizen Leadership Program (which she co-founded) at Brandeis University. In her mid-life career, she was founding Legal Director (and subsequently President) of the NOW Legal Defense and Education Fund. She also chaired the Brady Campaign to Prevent Gun Violence and served as a Trustee of Planned Parenthood League of Massachusetts and National Institute for Dispute Resolution.

In the public sector, Phyllis was nominated by President Obama and confirmed as Board Member of the Corporation for National and Community Service, nominated by President Clinton and confirmed as Chair the Federal Labor Relations Authority, and served as Deputy Attorney General of the Commonwealth of Massachusetts and General Counsel to the Massachusetts Executive Office of Transportation and Construction.

Phyllis was awarded her J.D. degree from Georgetown University Law Center, B.A. from the University of Michigan, and attended Brandeis University. She currently lives in Boston and West Tisbury, Massachusetts, where she and her late husband Eli J. Segal returned after serving in the Clinton administration. Their two married children and four grandchildren live in Massachusetts.
